Wariness, concern and outright fear are natural reactions on Turkey's part. But they're not the same as an outright refusal to lend bases, which would be dicey anyway since Turkey is in NATO. The article you linked did not contain a refusal, just 'concern'.

As for an independent Kurdistan in northern Iraq, there already is one de facto in the No-Fly Zone. The whole Kurdish separation thing seems to have greatly calmed down in Turkey in recent years. I've heard experienced diplomats say that it can be settled entirely if Turkey can just wrap its head around a few minor concessions.
