PRECISELY. that's why we don't need troops in kosovo, kuwait, korea etc. they should be home protecting our border or doing something else useful. that's why we should eliminate all sorts of federal agencies like the department of education, national endowment for the arts, etc and focus on "providing for the common defence..." first and foremost.
