No, Clinton wasn't convicted, it never got that far. Clinton took his lawyer's advice and took the plea bargain, losing his law license, paying off the plaintiffs, paying fines and apologizing to the US.

The plea Clinton copped also forbade him from seeking reimbursement for his legal expenses. If Clinton was innocent the government would have to pay his legal fees.
