I suspect he's referring to the terrorists released (very early, in most cases) from prison under the Good Friday agreement. They were indeed convicted, of various nasty crimes - for both sides, not just IRA. Their release was one of the early demands and concessions.

Releasing them sticks in my craw, too... but it does seem to be working: there's viable powersharing, with a local government which should be reinstated soon, and it now seems active demilitarisation is likely.

So this would seemingly make it one of the few terrorist organisations to successfully make peace (without either acquiring power or being eliminated)...
