I might be making it harder, I think I know what you mean. A blind transponder I think is what you mean. Then all planes would show up at ATC? Not practical, also a transponder also needs to be accessible to the pilot for inputs to it( Roger Flight 3442, climb and maintain flight level 31, transponder code 1774, squack). The pilot dials in 1 - 7 - 7 -4, then pushes an ID button. 2 Xponders for each plane would put a lot of blips on the screen.

Sorry I'm semi sleepy here, had to take my wife to the emergency room, terrific pain. Found she had kidney stones, looks more painful than childbirth.
