Your nuke scenario reminds me of the fable about the mice that gathered to find a solution for the cat. If a bell could be tied around the cat's neck, problem solved.

If Bin Laden and all the terrorists in the world would only gather in some isolated cave where a "clean" nuclear device could destroy them with no immediate collateral damage and without generations of people in the area getting cancers and suffering genetic birth defects.
