Every president from Truman on has claimed they are gonna do that....
The military ITSELF is the dinosaur that needs to figure out how to REconfigure THEMSELVES.....since this entire hi tech warfare that they have pushed and pushed for is NOT the answer to the current times nor the current types of conflicts....guess they were depending on the "intelligence" agencies to give them some guidance.....ooooops
