He did streamline it and SPENT A LOT....more than any other president since the biggest spending in the history of the world, Reagan.
And thank goodness he DID streamline it....he made it much better at responding to these problems....but overall, the military wouldn't listen to him and continued on the road to HUGE weapons systems.....and Bush is in LOVE with huge systems....since he has Rumsfeld to hold his hand.
