Tom, It's definitely the old question of Government planning vs. having free market forces at work, I'm sure
someone is going to write a very interesting book on the California electricity experience of the past few years.

When I was referring to code, I was not thinking Carol Coale was speaking in and Energy Industry Code or using
energy industry jargon. Rather I was more thinking that she was talking more along the lines of understatement
that Alan Greenspan, might utter regarding systemic risk or potential banking crisis . -g-
