Here's a reference I've found to the 8-10K figure, but have not looked it up, since I don't have easy access to a medical library. This may not be the source document, but may point to the primary source.

Franz, COL David R., Peter B. Jahrling, COL Arthur M. Friedlander, David J. McClain, COL David L. Hoover, COL Russell Bryne, MAJ Julie A. Pavlin, Lt Col George W. Christopher, COL Edward M. Eitzen, Jr., "Clinical Recognition and Management of Patients Exposed to Biological Warfare Agents," Journal of the American Medical Association, Vol. 278, No. 5, August 6, 1997, p. 400-401.

Your theory makes sense, particularly since we have almost no experience with inhalatory anthrax. BTW, at a few microns, 8-10,000 spores would easily fit inside the period at the end of a sentence. We're still not talking a large amount.
