No, Nikita. There was lots of technological development in Arab countries. In fact, if you'd looked at the Western Hemisphere in 1000 CE, the Arab countries were far ahead of Christian Europe in both arts and sciences. It was the Arabs who assimilated the knowledge of the ancient Greeks and Indian mathematics while none of this was known to the West. Iraq had windmills in the 10th century CE, about 400 years before they came to Holland.

But centers of Muslim civilization were hit far worse than Europe by the Mongol invasions, and their scientific progress seemed to grind to a halt after 1500 CE, just as European progress was really on a roll. The scholars argue about why; I don't know.
