I wouldn't imagine they're having too great a time of searching right now... can you imagine how many messages have Carnivore/Echelon keywords in them?

But seriously, I can't see how you could search for terrorist messages if they use even the most basic care.
Have a few keyword substitutions - so, say, 'library' for the target, 'textbook' for bomb, add 3 to every date (so 'today' = 3 days time)...
"I'll get the textbook back to the library tomorrow, about 3pm - will that be OK for you?"
Agree the keywords IRL, change them every so often. What's to find? Just hide in plain sight.

Encryption is at least possible to spot... once you know that something's encrypted, even if you don't translate it you can trace its route - both ways.
