On the subject of necessary numbers to run a government. This is mentioned in Robert's Rules of Order about quorums, that they are made purposely low in some cases in order to expedite the emergency resolutions of a commonwealth parliament, such as that of defense. The British House of Commons has I believe, a quorum number of two people of the executive branch. This number is not for just the cabinet, but the whole bloody house. This quorum could not be, in my mind, for all bills, but may in fact be.
