You either have him or you don't,'' he said at a news briefing. ``Until you have him, you do not have him -- so what is progress? Until he is no longer functioning as a terrorist, he is functioning as a terrorist.'' As U.S. warplanes conducted a 19th day of heavy strikes against the military of Afghanistan's ruling Taliban and hideouts of bin Laden's al Qaeda organization, Rumsfeld said Washington had not been able to get timely intelligence on bin Laden's whereabouts.``He went on television not too long ago, didn't he? So he's functioning. Does he move? Sure he moves. Have we located him, in a way that allowed us to do anything about it? No,'' Rumsfeld said. ``There's (intelligence) information that's after the fact and there's information that's sufficiently before the fact that allows you to consider it actionable -- and it's the latter that is difficult.'' Earlier, Rumsfeld appeared to raise doubts about bin Laden's capture in an interview published in USA Today. LOTS OF MONEY, LOTS OF SUPPORTERS``It's a big world,'' he told the newspaper. ``There are lots of countries. He's got lots of money, he's got lots of people who support him. And I just don't know whether we'll be successful.'' Washington accuses bin Laden, disowned heir to a Saudi construction fortune, of having masterminded last month's hijacked airliner attacks that killed more than 5,000 people at the World Trade Center, the Pentagon (news - web sites) and on a flight that crashed in Pennsylvania. In the Pentagon briefing, Rumsfeld stressed as he has repeatedly that bin Laden and his al Qaeda network along with the hard-line Afghan leaders accused by Washington of harboring him were only partial targets in the new U.S. war on terrorism.``The success of the mission, as I've defined it repeatedly, is to stop terrorists from terrorizing the world and to stop countries from harboring terrorists,'' he said. Despite scant progress in tracking bin Laden, Rumsfeld noted U.S. forces had succeeded in hitting many of the Taliban's surface-to-air missiles and aircraft, including transport helicopters and Soviet-made MiGs. He acknowledged that the loosely-organized anti-Taliban Northern Alliance had not moved dramatically in efforts to capture the capital, Kabul, or key northern crossroads town of Mazar-i-Sharif despite the U.S.-led airstrikes. But ``they are better off today than they were before and they are in a position to be more successful,'' he added of the anti-Taliban ground forces. Air Force Gen. Richard Myers, chairman of the U.S. military Joint Chiefs of Staff, told reporters the United States was using massive B-52 bombers to drop unguided bombs and B-1 bombers to drop precision guided bombs on Taliban forces. But Myers and Rumsfeld did not make clear whether the bombers were attacking Taliban front lines protecting Kabul and Mazar-i-Sharif along with Navy carrier-based attack jets. ****************************** i LIKE this Rumsfeld. he is an HONEST MAN. and he is a funnie guy. he immediately gained my respect when he came out touting "operation infinite justice" and a reporter suggested that many people were objecting to that name because only "god" or "allah" or "DEO" can bring "infinite" justice. he responded by saying something like,"well, it's not set in stone, it's not necessarily the name of this operation, it was just a name someone brought up. if it's offensive, it probably isn't going to be the name of this operation." this dude is just as wishy washy as elpolvo. i LIKE that in a defense secretary. ...and honest to DEO, i am NOT making fun of him or being sarcastic! -el peevis
