I thought that Intel would exceed their original goal, too, but 38 million seems *way* out of their league. I would have guessed 25 million.

I don't know what to say except the report has to be a misprint.

18 M I can buy as a target. Optimistic, but what the heck. Opinions can vary.
20 M could be a target. A real stretch goal, IMO.
I think 25 M is impossible.

38 M makes no sense in any context I can think of except misprint or drugs.
