The Compaq roadmap that you showed earlier had Madison at 1.6GHz and McKinley at 1.2GHz (33% increase). If McKinley does reach 1.2GHz, I think a 1.8GHz Madison would be possible, given Intel's assertions of headroom available on the Pentium 4. Still, server CPUs seem to clock a little more conservatively than the rest, especially with 6MB of on die cache, but I think 1GHz Madison goes against everything else I've ever heard.
