Yes, Bill, I know you didn't. But are you asking for Federal law to change to allow torture? On, yes, a local level. Because in the personal example you purport here, i.e. one's son or daughter is kidnapped, as residents of the U.S., that's where the investigation lies -- local police departments possibly with assistance from the FBI.
