The biggest problem for the Americans during these alerts is that the government does not tell them to actually do anything: "Just go about your daily routine but, watch out! " Of course this "non-specific threat" ALERT! is more nerve-wracking than just about anything else that the government could say. Obviously, besides covering their asses (we told you something would happen! The FBI and CIA are "working" ~ the War On Evil is going according to plan; etc.) the government is trying to drive the masses to their breaking point ~ a point where people will eventually do anything ~ no matter how irrational or ridiculous the "anything" may be ~ in order to relieve the tremendous anxiety that everyone feels... ...what happens next is, the government will say, "well... there is something that you can do..." pausing for dramatic effect, "...if you want - what you can do is help us round 'em up! ". "You see, we just don't have enough INS and other, 'Homeland Security' agents to go around ~ we need for American citizens to take up the slack. Look at your neighbours, the people at work, people at shops and restaurants and on the street: do they look 'suspicious' to you? do they look like 'illegal aliens' to you? Here's our 800 number, and a post-box where you can make your report - don't try to apprehend these people yourselves - just report them to the 'proper authorities' at Homeland Security, and we will do the rest".
