Its interesting about Powell - lots of press was being generated about tensions within cabinet, typical hawk vs dove stuff. Seems wrong. I saw his performance in front of congress the other day too - he was excellent. Either Powell is a superb actor (the best actor in all Sec States I can recall) or the most human Sec State the US has ever had. I do not believe this attribute is a bad one for Sec State, or Sec Def, or Sec Treasury ... etc to have. A human ex chief of staff now Sec State? Seems like a good combo to me.
