He may have some skeletons in his closet that he'd prefer not be known.

I don't see how anyone could be complacent about this until we know a) who's behind it b) we can stop their operatives and c) how much material they have. In particular A) must be causing the government lots of grief, because without some evidence, they can't use the bio-attack as justification for military action.

All three things are difficult to do unless we catch one of their operatives or better yet, leaders, and they sing. So it would seem complacency is not in order.

Perhaps Alibek is being coy about this because he's kicking himself inside "why didn't we think of this low tech way of disrupting the whole country!!"
