Is the origin of the word "niggardly" the same as the origin of the other "n" word
No-
the spelling is different- niggardly uses an A, the other and E. The "word that may not be spoken" is derived from the Spanish word negro, and the French, negre.
Niggardly is from middle-English, nigard or maybe nig which means stingy person. Scandanavian origins according to my AHD

Same reason it is okay for you to joke that you are an a-hole, but it is rude for me to do it.
