Using incentives with states might be a viable approach. I try to follow the Covey line of thinking on management. Beyond the carrot and stick there is principle centered leadership, with longer term relationships built on mutual respect. The policy shifts that the US engages in as leadership changes would not seem to provide a good environment for this. In fact, incomplete or failed policy efforts in the past are partially responsible for some of the anti-american antagonism in the world. I'd say that from an alien perspective, the US attempting to use money as a motivator resembles the Ferengi attempting to protect their homeworld against the Clingon empire with an offer of Gold Pressed Latinum. The shared reality doesn't exist to an extent required for high probability mutual agreement. In fact, the Ferengi might offend the honor bound Clingons by the mere suggestion of material reward for standing down.
