You also have not seen a value segment Hammer on any AMD roadmap. Yet, AMD stated long ago that they would be migrating Hammer throughout all segments of the PC market much faster than they did with K7. This implies a value segment Hammer less than 10 months after first volume shipment of Clawhammer.

Be real, would it make sense for AMD to use SOI with a value segment processor unless, as will be the case with Duron, SOI is needed just to stay in the ball game. Typically, the fastest clocked value segment processor trails the fastest clocked mainstream processor by at least 20%, which implies that less expensive bulk silicon is more than adequate for a value segment line of Hammer processors.
