You need to learn how to read. What I said was that the bombing of the Chinese embassy, rather the structure itself, was certainly on purpose. The intelligence the military planners used was outdated. The military did not know it was an embassy and the radio transmissions emanating from it made it a target. Your claim of 80% failure rate on smart munitions is a whopper...

The bad guys were using it for radio communications with the folks doing the ethnic cleaning and America had plausible deniability. I don't know if mr. bill knew what really happened or not at the time. I would more likely put this in the folder of mr. bill the stupidest that ever was over mr. bill the liar, liar, liar.
