Correct. The difference is that Rice most likely did not have the intelligence because of our lack of operatives on the ground (Toricelli) and because of the sloppy state of our intelligence service in general under the Clinton administration. If she had information and did not act on it your position would be justified and I would agree with it. There is no evidence that I know of that she did have this information, and I view it as highly unlikely that she did. Would it have made any difference to you whether she was on the job for 1 day of for 3 years? Your position is that in the few months she was on the job she should have fixed all that went on before her, and magically became THE ONLY PERSON IN THE WORLD (other than the terrorists) to have the details of this secret plan (which is unlikely), and then to have ignored it (ridiculous imo).

The rest of your post is fairly well thought out, and suggests that you do have "reasoning" ability. I still do not think it was displayed regarding your evaluation of Rice's performance as National Security advisor.
