Since it's a four week moving average, we should see a move up as the post 9/11 impact drops out. The market contributes to the indicator. Closed until 9/17, the averages didn't really stabilize until the following Monday. So, either the worst dropped off and we still had a bad number, or the worst will drop off next friday. I'm not sure how to read it. Promptness - the WLI is extremely prompt. Each Friday the WLI is updated through the previous Friday, i.e., there is only a one-week publication lag.
