Theree was talk of hand held devices coming from Afghanistan, but I was not convinced thay have the range you bring into question. I do not have any answers for you about the weaponry. Russia can surely use hard currency, and Iran would be happy to buy whatever the Russians could do without. The weapons could have come from Chechyna (sp) having been recovered from the invasion of that former satellite.
