Zeev, would it not be more beneficial to share holders if this tax loophole were closed? With a dividend payout, the share holder is the one who decides what to do with the money. If he/she wishes to buy more company stock than that is their choice. The share holder may decide to buy into another company with the dividend money, or in the case of retirees, they may decide to use dividends to cover some of their expenses. The point is that dividends empower the share holder. Franco.
