If the remote possibility that it's a "white supremacy group" bears out, it does not relieve Osama bin Laden of culpability! He created the springboard for the use of anthrax, and he is guilty whether he knew anything about it or not. Your domino analogy doesn't hold water in this circumstance. If there is such a row of dominoes, Bush has removed one that will contain the chain reaction.

I cannot judge on the basis of the technology, but I presume that if it were as clearcut as you make out, Iraq would be ruled out. The circumstantial evidence that JLA mentions seems to me preponderant, if not conclusive. I do not find what you are trying to say about current policy clear. Since I think it is the correct policy, and you do not offer a substantive criticism, I do not have a comment.
