The degree of need to reform and experiment with public education can be summed up by answering one simple question.

Are teachers, principals, administrators, and elected officials more or less likely to send their kids to private schools than the rest of Americans?

If the rank and file union working teacher believed in the system, and the reforms they're enacting, the answer would be no. If politicians and administrators believed in the reforms, the answer would be no.

What do you think the answer is flapjack?

"The central idea of education is to keep kids in school, not expel them."

No, the central idea is to educate as many children as possible and if, as you claim a small percentage is causing the majority not to succeed, the appropriate way to handle that problem is to expel that small minority.

"In addition, state departments of education get very upset when expulsion rates at individual school districts rise too high."

This is exactly why we need to try vouchers. The State Boards of Education are part of the problem. They want to use universal education as a canard. They know that if they are free to expel the troublemakers, they will have no excuse for the failure of their system.
