Seems to me that the education system is moving in two directions

I largely agree, especially with the low end. That, I think is where the Feds could make the biggest difference but really, they can only be effective to create an "equalizer" of funding but because of the deeprooted victacrat establishment, no one will ever be able to get to the root of the problem. Parents attitudes about discipline and school authority.
In regards to the high end, I'm inclined to believe that those numbers may be "spiked" by foreign students who tend to really excel. We need to be careful in examining these facts that we not delude ourselves into thinking we are doing better domestically than we really are. I have no problem with exporting knowledge but we have to build our domestic brains first. I'd hate to think your kids and kids like them get aced on a spot by a kid from overseas.
