Rumor has it that high level officials were warned not to fly on Sept.11th. I guess they couldn't warn the public because it would have been too costly in lost revenues if they had shut down airports. I don't think the admin knew the magnitude of what was being perpetrated by Bin Ladin.They thought the attack would be much smaller and they miss-calculated. The San Francisco Tribune reported that Willie Brown and other high profile people were warned. I'll try to find the link to the article.
