Attacks' Toll Elusive As Money Shifts From Sector to Sector

It seems like a simple question: What is the economic cost of the terrorist attacks on the World Trade Center and the Pentagon?

Surely it ought to be possible to approximate the value of the buildings and other infrastructure that were damaged, the lost output and added costs at the businesses physically disrupted by the attacks, and the costs to government for the cleanup. We could also take a stab at the costs to the government of prosecuting the war against terrorism, beefing up homeland security and bailing out the airline industry. To that it seems only reasonable to add the lost revenue to the travel industry, plus the extra security costs borne by private businesses.

As simple as it sounds, however, there are numerous conceptual problems with adding things up in that way.
