Biggs turned a little bearish again.
Morgan Stanley's global strategist Barton Biggs said on Monday the market's September lows should be retested, and that the
U.S. economy would not recover until the second half of 2002.

``I am waiting for a better opportunity to buy equities,'' Biggs said.
