I think there are probably satellite tracks which show exactly where the planes flew. The fact that Bush & Co. aren't trotting them out to defend their actions lends much credence to what you say. A low flying big plane under full power gets the attention of the people it flies over.

My point is that they saw it as it appeared after having made the turn and dropped into sight, not before, and therefore they were guessing about where it was before the final turn into the Pentagon.
