Americans always want to blame somebody. the Communists (Russian and Chinese)used to just go out and execute those they think are responsible. Now Americans need to blame somebody so that they can hire a lawyer and sue them. I would say that in this case there was a whole lot of collective negligence, that got played out with disastrous consequences.

Puerto Rican terrorists
It would seem that the strategy of nearly ignoring the Puerto Rican bombers so marginalised their position that only news junkies outside New York City even know they tried to do anything. That was a defeat for terrorism. Now terrorists are front page news all day every day, who is winning that battle? The trade center certainly could not be ignored, but there were options.
