ANDREW CARD: The chief of staff brought first word of the Sept. 11 hijackings to Bush, whispering into his ear during a Florida school event, "America is under attack." Helping Bush wage war on both fronts ever since, Card attends war council meetings and negotiated terms with homeland security director Tom Ridge. And don't forget what Bush did when he learned America was under attack. He went back to reading to the third graders until they told him again. Bush's best service to this country will be to provide a sound transition. TP
