It's the Department of Justice (and a bunch of State Attorney Generals) that are presently fighting Microsoft -- the FTC is not involved.

The last major Microsoft vs. FTC merger case was Microsoft's attempted acquisition of Intuit, which the FTC _blocked_ because Quicken + MS Money = nearly 100% of the market for personal finance software.
