You didn't understand my problem with that "voluntary basis."

Does it mean that the cities that participate make the policy decision and the stats are turned in for all stops, or does it mean that those individuals who are stopped, the possible speedsters or tail light offenders, have the option to provide data or not to?

If the latter, the data are farcical imo, and the ACLU is shameful for proposing such a "study."

If the former, it might make sense, especially if included in the data were the information about whether the stopped person was in fact guilty of a non-traffic crime. That information would tell us something about whether the profile was legitimate or the product of bias and racial hostility. I would also like to know the race of the cop who did the traffic stop. I would be interested to know whether black and white cops are pulling blacks over greatly differentially.
