The implication I read is that Americans were not against the perpetrators unless and until the terrorists committed this act. I then misinterpreted this understatement to imply that the response should be proportionately higher also. Since we are already at war I would think a higher response would only be an escalation of rhetoric if not rash actions. I felt such a course would play into their hands.

If you say that all you meant was that killing a bunch of innocents is likely to hurt the image of the perpetrators in the eyes of Americans then I agree with you.
