Cheney said that at the "principals" meeting, which met every evening, the preisident was not there. It sounds like the attendees would likely be VP, Sec State, Sec Defense, Attn Gen, Heads of CIA & FBI, Nat Sec Advisor to Pres, Head of Joint Chiefs. These are meetings the President should attend, if he were a real president.
