As Locke posited 400 years ago, all nations are in a state of nature. Self Interested pursuit and exercise of power. Some use it for weal, others for woe, but its about power in international politics. That's the unfortunate conclusion. What is the guarantor of property and rights amongst nations, except power? Hitler showed us before World War II what human rights meant as an international concept. Nada. Without a Nation-state to enforce "rights," with the authority of the coercive power of the State, anything is possible.

It's ugly to look at, and not desirable, but that's the reality. We agree on certain broad rules of conduct, all of which are bendable or breakable, and hope everyone behaves and constrains themselves.
