Keyes supports free trade and rejects protectionism as a totally misguided economic approach. His concerns relate to the dispute resolution mechanisms which are increasingly central to trade agreements. He wants to apply American law to other countries -- which has in the past created huge problems for our trading partners who, it turns out, are also interested in maintaining their own sovereignty and so are not great fans of US law being applied as if it was some sort of global law -- which is why the world wants agreements and dispute resolution mechanisms. As for Keyes and Craig, Keyes would not want to be seen in the same room as this brainless anti-government nutjob. Nor would Keyes want his words to be used to justify terrorism as "purposeful" action -- foreign or domestic.
