They did not pass the Pentagon, nor the tower at Reagan. They flew on a path roughly along Interstate 66, which would pass well north of the Pentagon and Reagan. As you point out, if their target were the Capitol, that would have been easy to hit. If their target were the Pentagon, they would have flown further south. The likeliest target was the White House. You keep assuming the Interstate 395 route, and that is your mistake. Why not move on to the Capitol? Because they expected another plane (the one that crashed in PA) to hit that target. Their secondary target was the Pentagon. Why should I not believe the ATC?

There are day to day blips with the economy. I have not been thinking about it today, but if I have more to say, I will add more later......
