At 5,000 feet, the plane would still be a mile high. I am sure there was a lot of noise as the descent was completed, but in that area, it is likely to have been difficult to locate, as one swooped around the Tidal Basin area and crossed the river. Not only would the noise have been diffuse at ground level, but anyone looking around would not have been looking for a plane making a circle. With a rapid drop, there is no reason to suppose that anyone would have gotten it.......
