Your note, taken in it's entirety, strongly implies that you were only talking about Mid-East oil. My source was the NYTimes of October 14, 2001. I have a hard copy I saved but if you want to check you will have to pay for an archived copy. However, the Times lists it's sources which in this case is the Energy Information Assoc. of the Dept. of Energy.
According to the data given there imports from all sources under Clinton went from 46-58%. I don't know where the author of the Times article got the 23-13% data for Mid-East imports since the show essentially no change, ie 23-23%.
