The question of how the terrorists avoid being killed by their own weapon has occurred to me too. I think that they are probably taking antibiotics when they handle the product. This should protect them. However, great care would still be required, because if they get the spores on their hands, clothes and shoes then there is a risk of infecting people they meet, which could lead to their discovery. Their neighbors might start dying if they spilled any when filling their envelopes.

However, these problems pale alongside the difficulty of making the stuff in the first place, which is why I think it is very unlikely to be home-grown.
