Because the US has a stockpile probably equal to the rest of the world, other countries refuse to reduce their piles.Pakistan and India would both have to simultaneously reduce their piles and neither will do so as long as China keeps theirs. And so the circle keeps going around and and around. Economic pressure might change that formula.
