KT, I am not sure that there were to many takers at today's rates for 30 year paper. Every one around the block knows that inflation is on it's way to haunt us.

It may very possible that, that was also a reason to take of the market new 30 bonds

Actually, the US govt. learned that they should issue 30 year debt at high rates and go short when rates are low.
