Also vice-versa : Somewhere around $15/bbl sounds like an achievable price level to limit ME oil price and usage, which could be done with public investment in stand-by production capacity, and a measure of content requirement for x% of Canadian-sourced oil to reduce our dependency, rather than fees.

Altho' I like the idea of fees on importing oil from those that financed terrorism, even better is directly charging Saudi Arabia for the costs of their support for terrorism, which looks like from $40b to $500b , depending on whether you include damage to the economy.
